Will India hike import duty on Gold to 8% in the FY 2013 14 budget?

MUMBAI (Commodity Online): If the words of Chairman of the All India Gem & Jewellery Trade Federation are anything to go by, India may hike import duty on gold from the current 6% to 8% to arrest the widening Current Account Deficit.

?There?s a feeling that the government is looking at increasing the duty again, maybe to 8 percent,? said Bachhraj Bamalwa, chairman of the All India Gem & Jewellery Trade Federation to Bloomberg.

?The industry fears they may re-impose the excise tax, which was scrapped last year.? he added.

?We?re keeping our fingers crossed as any change will be bad for the industry,? said Bamalwa. ?We?ll be happy if the status quo is maintained.?

India govt is about to present the annual budget on Feb. 28.

Further hike in levy may cut imports by as much as 20% from 860 tons in 2012.

?By increasing the duty you are going to encourage smuggling,? Monal Thakkar, president of Amrapali Group, an importer, said by phone from Ahmedabad to Bloomberg News.

?India will either remain number one or number two importer.? he added.

Exposure to air pollution is associated with increased deaths after heart attacks

Feb. 20, 2013 ? Air pollution contributes to an increased number of deaths among patients who have been admitted to hospital with heart attacks, according to a study published online February 20 in the European Heart Journal [1].

The largest study yet to investigate the links between fine air-borne particulate matter (PM) and patient survival after hospital admission for acute coronary syndrome (ACS) found death rates increased with increased exposure to PM2.5 -- tiny particles that measure 2.5 micrometers (?m) in diameter or less, approximately 30 times smaller than a human hair [2]. The amount of PM in the air is measured as micrograms per cubic meter of air (?g/m3). The main sources of PM2.5 in the UK are emissions from road traffic and industry, including power generation.

Dr Cathryn Tonne, lecturer in environmental epidemiology at the London School of Hygiene & Tropical Medicine (London, UK) said: "We found that for every 10?g/m3 increase in PM2.5 there was a 20% increase in the death rate. For example, over one year of follow-up after patients had been admitted to hospital with ACS, there would be 20% more deaths among patients exposed to PM2.5 levels of 20 ?g/m3, compared to patients exposed to PM2.5 levels of 10?g/m3."

Dr Tonne and her colleague Paul Wilkinson, professor of environmental epidemiology at the London School of Hygiene & Tropical Medicine, estimate that death rates would be reduced by 12% among ACS patients if they were exposed to naturally occurring PM2.5 rather than the higher levels they were actually exposed to [3]. This translates to 4,783 deaths occurring earlier than they should do, due to exposure to PM2.5 from human-made sources.

The researchers linked records of 154,204 patients who survived hospital admission for ACS in England and Wales between 2004-2007 with modelled average air pollution concentrations for 2004-2010. The patients were followed up until the end of the study in April 2010 or their death, whichever occurred earlier. During the average follow-up time of 3.7 years, there were 39,863 deaths. The researchers adjusted their results to take account of the patients' sex, age, medical history, treatments and drugs, whether or not they smoked, socioeconomic factors such as income, education and employment, and where they lived.

The air pollution modelling of average exposures for different regions of the country showed the highest average exposures to PM2.5 and other air pollutants in London (an average of 14.1 ?g/m3), while the North East of England had the lowest exposure (an average of 8.4 ?g/m3). However, people's individual exposure to PM2.5 varied widely within each region.

Evidence has been growing that exposure to air pollution is associated with the development of heart disease, but, so far, few studies have investigated its effect on survival after heart attacks (myocardial infarction) and the findings have been inconsistent. In addition, it is known that patients from poorer backgrounds often live in more deprived areas with higher levels of air pollution and that they tend to do less well after a diagnosis of heart problems than patients of a higher socioeconomic status. "This raises the possibility that exposure to air pollution may explain, in part, the differences in prognosis among heart attack patients from different backgrounds," said Dr Tonne.

"Our findings confirm an association between PM2.5 and increased rates of death in survivors of ACS. Our findings also show that PM2.5 exposure contributes only a small amount to differences in survival after ACS among people living in areas with different socioeconomic conditions after accounting for factors such as smoking and diabetes.

"The implication is that while reducing levels of PM2.5 will lead to increased life-expectancy and is an important public health priority, it isn't likely to reduce socioeconomic inequalities in prognosis very much. There are likely to be many other factors that are more important than PM2.5 exposure in explaining socioeconomic inequalities in prognosis, and this requires further investigation."

The study's strength was its size and amount of detailed data available about the patients. A limitation was that the researchers lacked specific causes of death and so were unable to discover how many were heart-related, although they suspect the majority were. Exposure to air pollution was based on where the patients lived and did not take account of amounts of time spent travelling or away from home.

In an accompanying editorial [4], Professor Pier Mannucci, Scientific Director of the IRCCS Ca' Granda Maggiore Policlinico Hospital Foundation in Milan (Italy), writes: "The most important message is that reduction in the amount of pollutants in metropolitan areas does indeed decrease cardiovascular mortality within a time interval as short as a few years?"

He adds that the "huge toll of deaths?worldwide owing to air pollution could be substantially reduced -- by approximately one million annually from the current estimate of 1.34 million -- if the WHO [World Health Organization] recommendations pertaining to the limits of PM2.5 concentrations were implemented. The responsibility for controlling air pollution rests on national governments of the planet?."

In the meantime, individual clinicians should "make patients aware of the existence of this risk, and encourage them to be cognizant of the media alerts on air quality in their living areas." Finally, he calls on the European Society of Cardiology to develop scientific statements on air pollution and cardiovascular disease in order to make governments, clinicians and the public more aware of the problem.

Micki McWade: Insurmountable Marital Problems That Lead To Divorce

An affair is thought to be the most common insurmountable problem in a marriage. This may be true, but an affair is more often a symptom of underlying issues in the relationship. As a divorce professional, I have heard thousands of explanations as to why a marriage ends, but they usually follow certain themes. An affair is the top and most obvious layer of difficulty that indicates these deeper issues exist.

Partners cease to be partners: When one partner feels like the parent of the other because he or she believes the other is immature, irresponsible, untrustworthy or selfish, the marital dynamic will eventually crumble and destroy intimacy and sexual attraction for both people. One or the other partner eventually tires of the dynamic and detaches. There's often no turning back from that detachment. It's important to recognize these feelings or lack of connection and start marriage counseling before the breaking point occurs. Once the emotional break has happened, marriage counseling is far less effective. It takes two to keep a marriage alive. A marriage counselor can't manufacture connection. We can enhance it, but we can't create it.

Domestic abuse is the most extreme version of this inability to be partners. When one partner insists on dominance or superiority and the other must become passive to survive emotionally and sometimes physically, true partnership no longer exists and the relationship itself will fail. There is no "marital" dynamic. Domestic abuse may escalate and is the most serious of issues, requiring specialized help.

Chronic complaining, blaming and inability to resolve problems: When marital problems are not resolved to the satisfaction of both people, resentment builds. Resentment erodes relationship of any kind. Bickering is a symptom of resentment and is toxic. Needing to be right makes communication impossible and puts the other on the defensive.

Solving a problem by discussion and compromise is much more important than being "right." Individuals who cannot accept their own accountability in creating and sustaining their part of the difficulty are doomed to fail in relationships.

Narcissism: Everyone has a degree of narcissism. It becomes a problem when one or both partners are unable to empathize with and support the other. For example, one partner doesn't feel well and the other competes, saying that they feel worse. Or they say they had a harder day or were more wronged by someone. Some over-estimate their contribution to the household, without actually contributing very much, while the other carries most of the responsibility.

If one partner is carrying the financial weight and the other is taking care of children at home, there may be no true understanding of the other's contribution. They both think the other has it easier. If this continues, neither person feels supported or understood. It can become a continuous dynamic that will kill intimacy and eventually, the relationship.

Addiction: Dr. Tian Dayton, in an article in the Huffington Post, calls alcoholism "narcissism in a bottle." When a partner has a problem with addiction, the main focus of the addict is obtaining and consuming their drug of choice -- rather than on the marriage and family. A person may appear quite successful to others outside the home but privately, an addict calms feelings of anxiety, emotional pain, dread, shame or PTSD with drugs, alcohol or a compulsive behavior, masking the need for mature problem-solving. Issues remain unresolved. Their partners feel angry and embarrassed by the lack of consideration for others inside and outside the family.

Because the user can't face the addiction and dreads giving up the drink, drug or compulsion, he or she denies it and angrily blames the partner for problems that arise. A partner may try to keep it together for awhile, and even a long time if there are children, but eventually, when there's no recovery, the addict's partner will ultimately give up. Once that happens, there is little chance to save the marriage. It's like trying to revive the dead.

Obviously, it's important to correct these issues before it's too late. It's difficult for couples to change long-standing relationship patterns by themselves because people tend to argue for their own points of view. Communication doesn't get anywhere without a neutral perspective. Patterns must be recognized and interrupted. If you are the first to recognize one of these patterns, suggest marriage counseling. If your spouse is suggesting couples counseling for both of you, don't resist, even if you feel uncomfortable about it. The relationship has a good chance of improvement if both partners are willing to look at themselves and make some changes. Although it may be difficult to seek help and really look at the situation, it's easier than going through a divorce. Don't wait too long.

After Facebook and Twitter announced that they were breached by sophisticated hackers in recent weeks, Apple said it had been attacked, too, in a rare admission for the technology giant.

In a statement to reporters Tuesday, Apple said some of its computers were infected with the same malware that hit Twitter and Facebook. Like Facebook, Apple confirmed that its employees? computers were infected with malware when they visited a Web site for software developers. Neither company has named the Web site. But according to a person with knowledge of Facebook?s investigation, the compromised site, iPhonedevsdk, an online forum for software developers, is still infected. (In other words, unless you want to be owned by hackers, do not visit the site.)

?We identified a small number of systems within Apple that were infected and isolated them from our network,? Apple said in a statement. ?There is no evidence that any data left Apple. We are working closely with law enforcement to find the source of the malware.?

Twitter said attackers may have briefly accessed data for 250,000 user accounts and that it reset passwords for and alerted users whose data may have been vulnerable. Facebook said that no user data was taken in its attack. Both companies said that they were also working with law enforcement to trace the source of the attacks, which they described only as ?sophisticated.?

In all three cases, the attackers exploited a well-known security hole in Oracle?s Java software. Java, a widely used programming language, is installed on more than three billion devices. It has long been hounded by security problems.

Oil price falls toward $95 on US, Europe growth fears

BANGKOK ? The price of oil fell to near $95 a barrel Monday after U.S. industrial production weakened and Europe remained mired in recession.

Benchmark crude for March delivery was down 28 cents to $95.58 per barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract fell $1.45 to finish at $95.86 a barrel on the Nymex on Friday.

Brent crude, used to price many varieties of foreign oil, rose 9 cents to $117.75 per barrel in London.

The Federal Reserve said Friday that U.S. factory production slowed in January, mostly because of a big drop in output at auto factories. Most analysts think the slowdown is temporary, but it was enough to raise concern about the still-sluggish economic recovery.

Traders were also concerned about a deepening recession across the economy of the 17 countries that use the euro. Their combined economic output shrank by 0.6 percent in the final quarter of 2012 from the previous three-month period. The decline was bigger than the 0.4 percent drop expected and the steepest fall since 2009.

In other energy futures trading on the Nymex:

? Heating oil fell 0.7 cent to $3.204 a gallon.

? Wholesale gasoline rose 0.3 cent to $3.319 a gallon.

? Natural gas rose 0.4 cent to $3.159 per 1,000 cubic feet.

U.N. says has list of Syrian war crimes suspects

GENEVA (Reuters) - Syrians in "leadership positions" who may be responsible for war crimes have been identified, along with units accused of perpetrating them, United Nations investigators said on Monday.

Both government forces and armed rebels are committing war crimes, including killings and torture, spreading terror among civilians in a nearly two-year-old conflict, they said.

The investigators' latest report, covering the six months to mid-January, was based on 445 interviews conducted abroad with victims and witnesses, as they have not been allowed into Syria.

The independent team, led by Brazilian Paulo Pinheiro, called on the U.N. Security Council to "act urgently to ensure accountability" for grave violations, possibly by referring the violators to the International Criminal Court for prosecution.

"The ICC is the appropriate institution for the fight against impunity in Syria. As an established, broadly supported structure, it could immediately initiate investigations against authors of serious crimes in Syria," the 131-page report said.

It added: "Individuals may also bear criminal responsibility for perpetuating the crimes identified in the present report. Where possible, individuals in leadership positions who may be responsible were identified alongside those who physically carried out the acts."

Karen Konig AbuZayd, one of the four commissioners on the team of some two dozen experts, told Reuters: "We have information suggesting people who have given instructions and are responsible for government policy. People who are in the leadership of the military, for example."

"It is the first time we have mentioned the ICC directly. The Security Council needs to come together and decide whether or not to refer the case to the ICC. I am not optimistic."

But its third list of suspects, building on lists drawn up in the past year, remains secret. It will be entrusted to U.N. High Commissioner for Human Rights, Navi Pillay, upon expiry of its current mandate at the end of March, the report said.

Pillay, a former judge at the ICC, said on Saturday that Syrian President Bashar al-Assad should be probed for war crimes and called for immediate action by the international community, including possible military intervention.

"The evidence collected sits in the safe in the office of the High Commissioner against the day it might be referred to a court and evidence would be examined by a prosecutor," said a European diplomat.

The death toll in Syria is likely approaching 70,000 people, Pillay told the Security Council last week in a fresh appeal for it to refer Syria to the ICC, the Hague-based war crimes court.

Government forces have carried out shelling and aerial bombardment across Syria including Aleppo, Damascus, Deraa, Homs and Idlib, the independent U.N. investigators said, citing corroborating evidence gathered from satellite images.

"In some incidents, such as in the assault on Harak, indiscriminate shelling was followed by ground operations during which government forces perpetrated mass killing," it said, referring to a town in the southern province of Deraa where residents told them that 500 civilians were killed in August.

"SPREADING TERROR"

"Government forces and affiliated militias have committed extra-judicial executions, breaching international human rights law. This conduct also constitutes the war crime of murder. Where murder was committed as part of a widespread or systematic attack against a civilian population, with knowledge of that attack, it is a crime against humanity," the U.N. report said.

They have targeted queues at bakeries and funeral processions, in violence aimed at "spreading terror among the civilian population", it said.

"Syrian armed forces have implemented a strategy that uses shelling and sniper fire to kill, maim, wound and terrorize the civilian inhabitants of areas that have fallen under anti-government armed group control," the report said.

Government forces had used cluster bombs, it said, but it found no credible evidence of either side using chemical arms.

Rebel forces fighting to topple Assad in the protracted and increasingly sectarian conflict have committed war crimes include murder, torture, hostage-taking and using children under age 15 in hostilities, the U.N. report said.

"They continue to endanger the civilian population by positioning military objectives inside civilian areas," it said. Rebel snipers had caused "considerable civilian casualties".

"The violations and abuses committed by anti-government armed groups did not, however, reach the intensity and scale of those committed by government forces and affiliated militia."

Foreign fighters, many of them from Libya, Tunisia, Saudi Arabia, Lebanon, Iraq and Egypt, have radicalized the rebels and helped detonate deadly improvised explosive devices, it said.

The two other commissioners are former chief ICC prosecutor Carla del Ponte and Vitit Muntarbhorn of Thailand.

"It is an investigative mechanism and its evidence can be given to relevant judicial authorities when the time comes. In the interim, it is the one piece of U.N.-approved machinery shining a light on abuses," the European diplomat said.

Referring to del Ponte, who joined in September, the diplomat said: "She brings a harder-edged prosecutorial lens so when they are looking at the evidence she is very well placed to know what sort of evidence would assist a later judicial process."

CAMERA ANGLES: What ever happen to the Classic Camera? It was the perfect camera known to gaming, it kind of reminded you of Madden during 90's just with flare. You were in control?of the action from ball indicator, cut back lanes, position ( was a plus ) etc. It was like looking a chess board and your to make that move, do bring?it back!!!!!
